Policy CP2 – Delivering New Homes
Housing Requirement
A total housing requirement of 18,318 new homes will be met over the period 1st April 2025 to 31st March 2043. This comprises:
• 16,290 new homes (905 per annum) to meet West Oxfordshire District Council’s identified local housing need in full.
• 2,028 additional homes to assist in meeting a proportion of Oxford City’s identified unmet housing need (c. 18%).
For the purposes of monitoring delivery and calculating housing land supply, the housing requirement will be applied on a ‘stepped’ basis as follows:

2031/32 – 2036/37 1,600 dpa
2037/38 – 2042/43 802 dpa
