The Council will optimise opportunities to deliver a minimum of 16,040 (net) homes during the Plan period (2021/22 – 2040/41), of which at least 8,020 new homes (net) will be delivered between 2019 - 2029 (Policy H1, London Plan),
to address the future needs within the most sustainable locations of Borough. Based on current estimates of the Borough housing capacity from all sources, the 10-year housing delivery target will be met.

To deliver the requirements of the London Plan (2011), the quantity of housing to be planned for and delivered through the Harrow LDF between 2009/10 and 2025/26 is a minimum of 6,050. This is based on the sum of 800 dwellings for the period 2009/10 to 2010/11 and 5,250 dwellings for the period 2011/12 to 2025/26. However this has been superseded by the 2021 London Plan which sets a ten year housing target for Harrow of 8,020 homes at an average of 802 homes per annum.
